Supply, demand, the fundamentals of Capitalism. Idaho could be cheap if they got smart and made it as hostile as humanly possible for Californians.

Luckily for them they made a small fortune in home appreciation and can pay cash pretty much anywhere they want. Sucks for natives of small states like Idaho, but hey, that's called capitalism.
