- The debate on the north- south divide has reignited. This time, three states are leading what they call the #southtaxmovement against the Modi led union government. Kerala, Karnataka and Tamil Nadu have pointed out that the union government distributes tax revenue unfairly.
In this interim budget, the allocation for one northern state-Uttar Pradesh alone is significantly higher than to all five southern states- combined. While Uttar Pradesh is getting around 2.29 thousand cr, Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Telangana combined are getting around Rs 1.93 thousand cr. In this episode of Let Me Explain, Pooja Prasanna looks at how the south faces a discrimination in the allocation of funds and what the solutions are.

The distribution need not be based on population and area alone. There are other factors such as per capita income, GDP rate, literary percentage etc as specified and demarcated in Finance commission which has nothing to do with the ruling party. The rationale behind distribution is, more for less developed states and vice versa. This is based on the principle of development of nation as a whole. Ignoring this fact, carrying on discussion on these topics, would amount to subscribing to partisan attitude which is not a healthy sign.
It's time for justice for South India. Equal justice is a must.

It's clear that most funds are going to North-east because north-eastern states were ignored by all previous govts and there is need of Border infrastructure in Arunachal Pradesh to defend against China.

South India is South Korea and North India is North Korea. Everything in terms of Education, jobs, infrastructure and medical facilities. Why no North Indian states questions that ? How South prospered and North doesn't. ??
South has sea and other environments so easy for industries. There are many industries in UP PANJAB GUJRAT ETC. in this list south has only shown only those states where it is going more..... But the other states like Punjab... Gujrat get less return. It is full political move which people will not buy.

Why don't you talk about other many things,,,,, what if jharkhand peoplws starts saying that now we will sell coal at the higher price as it is found on our land(btw even today India's energy needs depends on caol) , what if UP and Madhya Pradesh starts saying that now we will sell our food on the higher rates in southern statea at what price india sells to other countries,,,,, what if these 6Crores people(the total population of india giving tax) starts saying that now we will not give tax as why they have to take care of other rest population,,,,, what if northern states starts saying thet now we want our industries in our area which were transferred to southern states by central government due to see connectivity ,,, what if universities like IISc Bangalore, ISI , CMI are transferred to northern part , why our students have to travel towards south for research purpose?? Tax is given coz you want it to come back as investment by government to develop the area in multiple ways. So if it is not coming to you and going to other people then why to pay it. In other words the more the tax you pay the more you expect government to do well for you by giving better services, creating employment opportunities, better education and health system etc etc. So it seems fair demand from southern states
As this continues, one day South will start fighting for separation, South is paying more taxes and getting no funds from central. South should wake up and realizing sooner than later.

TN minister Mr. PTR has been voicing out this GST issue for the past three years, good that the awareness of this disparity is gaining momentum. The GST collection of southern states if not sent to the centre and utilized among the southern states, the southern economy would be par with developed nations in a few years.

This is a shallow argument and cannot be seen in the binary. I am from Tamil nadu. The GST collection has to be distributed and I am for the optimal method to get a fair proportion for every state. In GST, there is SGST and CGST. The central govt. is transferring SGST portion to the states. Now, people need to understand that GST is a consumption tax. A goods or product produced in Tamil Nadu is sold across pan India. Suppose Ram from Bihar bought a car manufactured by Hyundai in Chennai and the unit is sold by the dealer in Bihar, the state GST goes to Bihar state. The consumption state gets the GST portion and not TN. I think this is fair. In another example, a lot of raw materials for Textile industries in Tirupur come from North India. Tirupur only manufactures finished garments/apparel goods but the entire major supply chain materials dependency comes from Northern states. There is interdependency in each state for even Industrial advanced states like Tamil Nadu. This argument of TN will become a developed nation is false logic or sheer ignorance or incompetent to understand the reality of how the whole business ecosystem works. TN industry doesn't't work in silos. If we all work together in unity, co-operate and share resources with the needy states, it augurs well for India's speedy growth. Otherwise even the educated people also will take political sides and speak narratives which will be futile for the future well being of this country. My request to Tamil Nadu being a Tamilian is to rise above petty politics. Please study economics and the business ecosystem to have better clarity on topics like this. Don't go by Television narratives, understand fundamentals of economics, finance, geopolitics, policy, regulation and its relationship to our personal lives. Otherwise the political dynasties will keep fooling us and amaze wealth for their families. Hope we are not going on the path of Brexit. A lesson to be learned out of Brexit, a popular narrative promoted by politicians, voted by people in favor of them, and in the aftermath not the right move. The UK is suffering due to this, a so called 'developed nation'. All that is popular is not right, and all that is right is not popular. 😊 BTW, Mr. PTR himself is sidelined by his own party and could not persuade what he intended to achieve for the state. The right way to approach this is to build the consensus in the GST council and arrive at a better resolution. All state finance ministers sit in the GST council and they should be able to close this matter. By resorting to dharna and protests, they are doing sheer political optics to drive people's emotions for electoral gains. It has to be constructive and you have to hit the right forum, dharna Or protests are just political drama.

Tamil Nadu, year on year, grows at about 15% in nominal terms. If you understand compounding, that's a doubling every 4 odd years. 2x,4x,8x, 16x - in 16 years. Now you can argue for a slow down - but that is not coming anytime soon. Infact, all the southern states are accelerating in terms of growth. So - was your comment a sensible one?

Tax devolution between the Union Govt.. Andd state Govt. Is biased. It should be changed. Min. Of 70% of taxes should be devolved to the respective states (Similarly 70% of those taxes should go to respective districts of states). Poor states should also not cross 1.5%, because this cash is going to corrupt politicians and babus of those states. Remaining tax should be used for Infrastructure and defense of all states. Tax devolution is not transparent in Bhaarat. Before a budget session, parliament should conduct Prebudget sessiin, how much planned budget of previous year expended and what are their outcomes. Left over budget what they have done. This is the right of every citizen 2 know.

There is really no respect for people who PAY and travel. We have been cheated. There is a very long waiting list even up to weeks.
I couldn't really see any new lines or doubling in Tamil Nadu. Madurai-Thoorhukudi line work started but no sign of any further improvement. Thanjavur-Madurai, Chennai-Cuddallore new lines will never be considered it seems. Many important, much demanding railway projects have been shelved citing as financially non-viable. There is a real bias.

Though they are allocating more funds for Bihar, UP and vice-versa, they are still under developed in all the aspects. People are still migrating to South, Especially BLR, CHENNAI, HYD(Both Educated and Non-Educated).

It won't happen until religious sentiment are given high value here. TN main strength is their Language and the dravidian parties successfully upheld their motto since independence. Funds have been put on researching about tamil and the results were too good. It makes them proud of their language at the same time do not respect Hindi. Karnataka, we are fools, because summer we fight for kaveri and kannada and the rest of the year we fight for religion. I don't know if it is possible but if the same situation worsens we south Indians must unite together and ask our rights. Karnataka in particular needs to be careful because there are a few groups who play the fake nationalist cards. Andhra and Telangana can't be silent because their economy also requires a huge development and they have pushed back in recent times. Tamilnadu and Kerala remain strong in this regard
Divide Uttar Pradesh into four smaller states for better administration. Now U.P has 26 crore population which is imposdible to manage. The western part of UP has Advanced Cities like Noida, Agra, and it has sufficient Tax collection.
Even the Central part of UP with developed cities like Lucknow, Kanpur has sufficient Tax collection.
Only eastern UP and Bundelkhand region is poverty stricken.
So division of UP will help Central govt to concentrate on very poor eastern UP while distributing Tax collections. 😮
One more problem is that states like UP, which are drawing more money from central coffers than they are contributing, are using this money to build old-age homes for cows/cow ambulances/ temple cities/large statues in name of infrastructure etc. Money is not being judiciously used. Splurging money on vanity stuff should be done when u contribute enough, not by using money earned by other states. Any state which gets more than what it contributes should lose some of it's financial autonomy.

Can't escape to put the blame on Finance commission. Southern states give more revenue than Northern states but get less than Northern states means discrimination to southern states. It is High time that the southern states become a new separate sovereign country.
This divide always existed to some extant.Congress was not much different from BJP in respect of its pro-north tilt,for its obvious electoral calculations but it is the RSS BJP Modi gang that has driven the wedge much deeper in to this divide with their ideological stance and blatantly partisan actions.
To add one more point, Agricultural production distributed through subsidy by centre which has no connection with tax collection. North contribute more towards agriculture than southern states. But cost paid by centre and produce distributed through PDS for all states.
Is the central government buying food grains freely from the farmers. They are paying for the food grains. For this they are getting money in the form of taxes from the states. You are talking as if the government getting money fron heaven.
It is the dangerous time for the economy and next generation because of new policy 💀.

The difference between PM and FM is clear .. the former works for Gujarat and the later work for the former and not the states
Solution is more federalism and reducing the power of center. Or else, any party can just spend and favor 3 or 4 large states and can rule India forever, because parliamentary majority can be got from these states alone.

Systemic looting of the federal government at the expense of states via gst, cess etc. And redistribution to its whims and projecting they are developing India with infrastructure etc. And what can we say about our honorable FM..:-)
Railway budget to the south is just peanuts compared to the north. And allocation to UP is more than the entire southern states. Any CM in UP can show progress with that kind of central support.
Puzzles me how state governments have been so quiet for so long..especially southern states.

By the way, this issue has come forward only during the lok sabha elections by congress party. They know that they will not win seats in north and so they are trying to divide the north and south by appeasing tactics. Won't be surprised if they forget about it after the LS election just to bring it back before the next election. This Jumla will go on and it will harm only south in the end.
