I believe resourceful should say level zero card. That would also open up they possibilty of an experience version that didn't have that stipulation. Would it fix scavenging? Not sure.
I don't want Scavenging to go away, because it really is fun to build Scavenging decks. There probably just needs to be a uses limit on them to keep them from becoming degenerate.
I'm not so sure that Scavenging is all that busted. Maybe the difference in difficulty and player count affects things here (I play with Taboo, on Hard, and exclusively 2-player), but every time I've played a Scavenging deck it's been... good. But certainly not game-breaking! It has a huge investment in actions to set it up, requires you to have a LOT of specific cards in play before you can start combo-ing off, and suffers a lot from variance scenario-to-scenario. Some scenarios you just mill 2 Scavengings and 1 Resourceful to Short Supply, and you just can't get going until you draw your remaining Resourceful. Which... may not even happen! It ends up averaging out - some scenarios you have everything you could ever want in your opening hand, and the deck seems amazing. Others you never quite set up and struggle to keep pace collecting clues. Ice Pick isn't all that crazy either - you need both copies of the level 3 version to chain them (otherwise you have to alternate turns), and you permanently give up a hand slot to do that. The only thing that's maybe too good (imo) is Schoffner's. If they just taboo'd it so it didn't discard itself, and forced you to invest in ways to discard it, I think that'd do enough to bring it in line.
Good news for Travis' sanity: Act of Desperation does say "that takes up a hand slot" on it, so the gate box is safe.

As someone who is just starting out but def hit the ground running, I wish you guys would have mentioned which set each card was in. 😅
