The new plan is for Trump to get Russian bankers to give Mexico a loan. They Mexicans can then use that money to fund Trump’s wall. Of course, Trump will get his normal cut in the deal, Russians will get interest payments, while Mexico gets the new NAFTA deal where American jobs go to Mexico.
Mexico will pay over time, they already started paying with being made to provide services and living expenses of the Guatamalans in Tijuana.
Mexico is paying and paying and will keep paying until they pay for the wall on the South border because those people are not going to get to cross into the USA.... Mexico gets it now and are paying for the wall not being there.

Perhaps selectively? say shut down federal government and use state patrols to substitute? or shut down the house for a month? halt any additional projects such as the wall, only fund troops abroad, halt aids to other countries, fund soc sec medicaid, holidays for embassies, etc.

having been a government employee... "needed" employees remain working....ICE would not get laid off - they are needed. For example: I worked for the IRS when government was shut down by Schumer....my manager was laid off, but I was not. Because I was needed to answer phones for the public and process amended return refunds.
