Rare high risk for excessive rainfall issued by the weather prediction center verified. Highly saturated soils easily flooded as significant rain fell, swamping the SW Coast of Florida. High water rose over roadways, emergency officials shutting down major roads for a time. Neighborhoods also flooded.

South Florida has been nearly built out & paved over . And it's unfortunate for those that live there . But concrete and Asphalt do not absorb water .
