That is possible with the animated vector noise on the layer properties. In a future update that animated noise will also have the option to move only if the character moves.

With Bind Bone you bind an entire layer or group to a single bone. This layer will be rigid and only follow that specific bone. With Link Bones, you tell the software a layer will follow the strength of as many bones as you want, being affected and bent by all of them and ignoring the rest.
I am having a problem in moho 14 my target bone is not working properly when we are on 1st frame it is working fine, but as soon as we are going to the next frame it stops working, can anyone help me?
The manipulate bones tool should move the target bone on frame 0, or on frames greater than 0. Make sure you're not using the transform bones tool to try to animate the target bone on frames greater than 0. It seems that there are other times that the transform bones tool is used to do animation.
36:06 - choosing all the points on the same line by clicking only one or two points.(by hit 'tap'key) < so actually same as 'clicking the line'? / unselect points - by holding 'alt'

Brushes are pretty simple to create. You can use a software like Clip Studio, Krita, Gimp, Photoshop or even create the brushes directly in Moho
