Most agencies like the DHS, CIA, and FBI were created in direct contradiction to the constitution, congress made a completely unchecked department of the government that yields to no democratic system. These agencies have done some good but a lot more bad, bringing them closer to public control could be a good idea but it would sacrifice efficiency.

Because it's extremely ineffective. Where do you think those "American education system" jokes come from? And no, it wouldn't eliminate public schools. It would basically let local states run their own schools and not the federal government.
What I don't understand is a big group of conservatives are farmers and people in the ag world, but this project wants to get rid of crop insurance or raise the price which would basically eliminate small farmers. But it wants to lower taxes for major corporations.

In this case, step 1 is to elect a republican fascist (but I repeat myself) into office, step 2 is to reclassify the majority (~65%) of government jobs as partisan and political rather than merit-based and hire republican fascists for all those positions without qualifications. You want to look into Schedule F to find out more - Trump already did this once at the very end of his term and he can do it again easily.
