The archer actually attacks the guard who is talking to Alberic. As you can see he got some arrows in his body as well. Sometimes it happens that guards doesn't defend themselves when they're being attacked by other guards like in this situation. Alberic walks by and started a conversation while standing in the line of fire. Since he isn't directly attacked he doesn't defend himself, which is a normal reaction of the AI as far as i know.
