Well there are a lot of things you can do, I have made a very detailed guide with many suggestions to optimize performance here ruclips.net/video/l1A-eukFNlw/видео.html
However the best advice I can give you to sum that up is to use an Mdot drive or your C drive for this game... that makes a massive difference. Also make sure in your ini files you have iPresentInterval=0 to avoid V-Sync override.
