In the actual game, you can find Miniguns once in a while (not that they're good past the first part of the game without getting weirdly melee range mods for them. blender blades basically.) and there is no need for Power Armor unless you want the Minigun that's on top of the Museum of Freedom in Concord. You use the Power Armor's strength to rip it off the Vertibird that crashed there... though if your character was built with enough S.P.E.C.I.A.L points put into Strength, they should be able to get the Minigun off the Vertibird without the Power Armor.
You do not need a power armor to hold a minigun.
you only need the power armor to rip the minigun out of the vertibird, if you have 8 strength you can do it without power armor
17:11 was by far one of the most beautiful and poetic things in any parody. I know this seems like a joke judging by the nature of the video but this moment is so emotional.
