New to Cubase/ if I recorded a project, but want to go back and add voice and instrument effects... how do I do that? Do I have to add a track for each effect? Where can I look at each effect to use while making changes? Thank you!

The best practice is to put the effect on the track on the send slot rather than the insert. This creates an FX track which you can then apply to other tracks.
However, that might be too confusing if you're brand new in all this. So you can go ahead and add effects directly on the inserts. But be warned that it'll be hard to properly dial in reverbs and delays as if you crank the mix all the way to 100% you'll only be hearing the track being affected by the delay or reverb..however when it comes.processing and EQ, you always want to have that in the insert slot or a track unless you're doing parallel compression techniques. Also, if you're making things crazy and sound design like, putting your effect straight on the insert is just fine.
