You could do it but it's very expensive to make, run and maintain. Much easier for the central plant to do. Otherwise just add a split unit in the room

So we can say the main differences between CAV and VAV are the motorized damper unit with its complimentary accessories which will control the air volume for thermal comfort and the working time and power of the AHU for energy saving purposes?
Can't you just install dampers before the diffusers, so you can adjust them manually in order to control the cold air flow? So you could adjust this flux according to the thermal load
Each zone should have it's own temperature sensor to which the dampers in the mixing box will change position to hit the correct supply temperature as required to the location. Sometime multiple small rooms can be classed as one zone.
It's not as easy as that. You need to calculate it and the method you use depends on the design of the pipework and location of the pump/s. You should have a "description of operation" and commissioning data sheets for your building, check these.
