I always thought Mardy Bum was a way of calling someone a Grumpy Person. I'm Brazilian, though, so my interpretation of the English slang should be taken with a grain of salt.

Mardy just means being miserable or disaffected. Calling someone mardy bum is really asking them to cheer up.
