19:55 Yes. He is talking to the Agents (who are also computer programs) directly through the Matrix without actually being plugged in. However, his desire is to be plugged in permanently and that can only happen inside the pod at the Source (the scene you saw earlier where Neo comes out of the pod)

19:37 he was communicating with the Agents when Neo walked in. By typing in codes. The scene you saw with him munching on that steak etc was actually him coding that stuff into the Matrix. That is why he got spooked when Neo walked in (and when Neo asks if he can read the Matrix codes he hand waved at what he is seeing in the restaurant through the code). He wasn't "plugged in" to the Matrix, because it would need one other person to plug and unplug him. That is why he was telling Agent Smith that once everyone is unalived, he wants the Machines to take him back to the Source and plug him back in into the pod permanently until his body dies. Just like how Neo was plugged into the pod from birth (at the beginning).

Regarding your comments about this movie's prescience with A.I.: A.I. has been a prevalent idea for quite a long time, basically since the advent of the computer. Look up what the Turing Test is and when it was developed.
