I'm in VT right now, an hour south of Montpelier. The flooding was bad everywhere yesterday, but the water receded rapidly overnight from most places. Still, a lot of roads and bridges are closed as they determine what's safe and they clear the roads. A lot of mud and debris is left behind. It is not as bad as Irene.

Doggie bags: anything with bodily fluids goes in here
Puppy pads: used to create clean area to work
    Gloves
    First aid:
Ice packs: used for sprains, strains, migraines, fevers, and if a person is in shock
    Steri strips
    Bandaids
    Ace bandages
Aloe: good for burns directly after the patient has been burned until they stop feeling the burning sensation

Insurance should also pay for those expenses and the state too through FEMA or using the State Lotto etc. The time to evacuate would be now or early in the morning or when the news casters think it's safe to travel through air. When it's wet the issues are respiratory issues and dermatological issues. Everyone must stay dry.

The Best thing this city can do to deal with this high water is to let it move through the dam spillway even if it floods the area because a complete dam failure would be far more catastrophic to every town in the path of this water. Losing that dam could mean everything gone in the area. People will need to get the away from the river & any surrounding creeks. That water is gonna move through there the strongest when let through. I highly recommend roads over & near that river need to be shut down & people living in that area evac until pressure on that dam is lifted. Last make sure that dam didn't sustain any structural damages from the pressure on it. The city wouldn't want it to fail in the future. If anything this is an opportunity to make that dam stronger after seeing this event & learn from it. Since the flooding is so severe I would definitely recommend building more spillways & other features for the water to go so it doesn't get this bad again especially in areas where that water was just sitting in the town. Doing this can prevent the city from having to rebuild long term.

    How to start preparing.
Take three days during the work week and turn off your electric and water. Make do with what you can and write down things you needed and didn't have or tasks that were difficult. After you have this list, research alternatives
Eat, wear and consume cheaper. Choose cheaper meals to create room in your grocery budget to put back food. Wear second hand clothes or put a spending freeze on clothes shopping in order to make room to buy what you'll need for the future (especially if you have small children who grow frequently). Consume less electricity, gas, propane by finding alternatives. This may mean using a crock pot, hang drying clothes, using candles at night and opening windows for sunshine during the day etc. With the wiggle room you've created in those bills you now have some money to buy more food storage, medical supplies or invest in a small solar unit.
Make an edc bag. This is something you will carry all the time (on your person or in your car) that could provide you with what you and your family need for 3 nights. Think about what you may put into an overnight bag if you were to stay at a hotel. This will ensure even if something happens and you're out you're able to shelter in place
Understand how to take care of medical emergencies at home. Remember that in a major event, ems could be down or unavailable for sometime. While this is never the first line of defense in an emergency, understanding how to manage medical emergencies (high infections, deep wounds, pneumonia, asthma attacks, shock, 2nd and 3rd degree burns, poisoning, radiation sickness, torn ligaments, allergic reactions, excessive bleeding) while you wait on help can be life and death.
Food, water, temperature control are your highest priorities. If faced with a major event where services are limited for more than 3 days, having stored food as well as a way to cook, a way to filter and store water, and a way to keep yourself cool or warm can be life altering.
Please remember as we are entering or for some of us are already in uncertain times, having this foundation gives security as well as lowers stress. It allows us to feel more in control and gain a more positive perspective on not only our lives but the world. I'm willing to answer any questions from my own experience in the comments if you feel overwhelmed!

I worry about the rapid flow of inundation water eroding supports for a dam that's holding back the maximum volume it was designed for (+ the forcefulness of the max water that's pushing against the dam).
My feelings are that as excessive water begins accumulating anywhere, that everyone downstream of any dam should err on the side of evacuating early on (before escape routes become too risky) ... because no dams are 100% safe when faced with unpredictable (thus possibly unprecedented) stresses.

Been a while since Wrightsville was news, and there's been no update of the water level.
    That's encouraging.
We'd know if it was rising.
And just because there's water overflowing 'into the spillway' just means that, despite the dam, the river has overflown the storage capacity of the dam. But into the emergency-spillway. Not a calamity.
I think it was built in the 30s, and if it survives an over-topping event, seems money well-spent.

Second, one has to wonder why there are no contingency plans in place for possible disasters. Whether it's ever happened or not, isn't that generally a good idea when you build something? I hope all these people can get through this and can stay safe!

People will always resist the fact that Vermont is not an ideal state to over develop. Many areas were once marshland so there are well established paths for water to go. "Once in the past 100 years" does not prevent people from building. The saddest part is local infrastructure has been decimated in the past 20 years. during the 1920s allof of supplies were localized to each town. now things are spread out 80 to 100 miles. Too many useless developments not providing local essentials. Bad play all around. We have yet to determine if this amount of rain will be a reacquiring phenomenon. 3 - 5 years down the road.

The big markers of the end times will be great global troubles the world hasn’t seen before, according to what the disciples wrote of what Jesus Christ said. What’s of infinite importance is whether people believe who He is and what He says.
“For He whom God has sent speaks the words of God, for God does not give the Spirit by measure. The Father loves the Son, and has given all things into His hand. He who believes in the Son has everlasting life; and he who does not believe the Son shall not see life, but the wrath of God abides on him.”

If the spillway cant drain off water fast enough and the reservoir continues to rise it will overtop the earthen dam. It is a characteristic of earthen dams that if it overtops, it will fail and come apart, releasing ALL the water in the reservoir at once. I pray.
