GoG yes - I've done that a few times before. Origin I think so as well. Steam has the best option where it is done within steam

You're copying the complete folder, so your settings should be saved.

Yes, you can. Once you transfer files, download the game as normal, then select the same location. Steam will automatically detect the game files.
