I saw another video by jOhnZoid in which this phone and other similar phones were free from Walmart so long as you paid for at least one month's usage, which can be cancelled after one month. The price varies. Personally I paid £0.99 in the UK for a free unlocked reasonably good Huawei Android phone as an upgrade from my network, Virgin, and so this does not surprise me that it was so cheap.
