I'm not 100% sure but I don't think you will be able to do the section of the focus tree with all the reduce unpreparedness focuses. The focus named "form the national defence state", which is required for that part of the tree is only available if either Britain or France are Totalist or if Russia is National Populist. I don't think any of them are? Basically the narrative reason is that if Germany's enemies are totalitarian states then Schleicher can co-opt some of their methods in Germany. In gameplay terms the totalitarian paths for the other countries are a bit stronger so if they go that way Germany gets these buffs.
Do you think Austria- Hungary will give you military access so you can put a front line on the neutral side of Serbia? Also, I almost yelled at the screen when I saw 23 combat width on your panzer battalion, but with the plan to fill it with mechanized that should be fine.
Im pretty sure Serbia didnt surrender because of one of their national spirits I think some of them might make their surrender limit so low, that you need to control their whole territory
i've read according to the wiki you need ten of the freiwilliger decisions taken. so you have to do the focuses that give you decisions in that part of the tree and do them. Aka those decisions that give you factories, resources, ect that cost political power apparently their alot more important then the game says they are. which is unfortunate, considering how poorly this is communicated to the player.

I think W.T stands for Waffen Träger in German.
