Proposal probably demanded Israel leave Gaza and stop it's plan to build beachside condos in Gaza. Israel rejects it because it's beachside resorts is more valuable to them then Palestinian lives.

It is sad that Guterres can only appeal to Israel but not enforce peace by military force or any other action! Israel is quite intransigent. It is unlikely it will heed the call of the UN for a cease-fire. Now that it is assured of unflinching support by the US, Israel is likely to ignore any appeal from any quarter!

Rafah has been targeted coz the rockets were fired from there towards shalom.
