The West’s Cold War Narrative on China

  • In this interview for the influential independent Chinese website Guancha.com, Martin Jacques dissects the now dominant Western narrative about China. Between around 2000 and 2016, that narrative combined scepticism and hostility with curiosity and openness. The latter have now largely disappeared to be replaced by a Cold War narrative which reduces China to the Chinese Communist Party and more than 2000 years of extraordinary history to the period since 1949. It might be an effective tool of excommunication in the short run but it explains precious little about China. In the long run the West needs to make sense of China not dismiss it. The interview is in English with Chinese sub-titles.

    Glad to hear the professor's wise words. While I don't see any concrete changes to this clumsy status quo anytime soon, the opportunity for communication will always exist as long as China continues to work on its own path.

    You made an excellent point, but what if the West's standing position was biased and double standard? Or evil-minded with bad intentions? That is the fundamental issue here; the Chinese government and people are willing to have open and constructive dialogue with the West under mutual respect. But the problem is that the West is often arrogantly biased toward the Communist party; whether it is the Soviet Union Communist Party or the Chinese Communist Party, they are naturally biased against it. In fact, the western political climate is heavily polluted by the anti-china sentiment. They just can not bear the FACTs that China has made enormous progress under CPC leadership in the last four decades. They just can not accept the FACTs that might have an alternative political system that can lead the people to have a better future even though China doesn't export Communism. As a Chinese living abroad for the last fifteen years, I felt tormented when the western people kept accusing China here, China there. Deep down in my heart, it goes: Come on, guys, most Chinese people are happy to live under CPC's governance; who the hell are you guys with the moral right to teach us how to live? We have had enough of the bullshit and the "White superiority" when it comes to China. If western people really believe in so call "Univeral Right" of freedom of choice, then please respect the Chinese people's decisions, or You guys are just Racist and Hypocritical.

      I know, right? Even here he was telling China to be the cool headed one while also accusing China of not reading the US correctly? Huh? What about the west? Are they twelve? Maybe they'd like another turkey dinner before they ransack our village again.

    You made some good points! Over the past decade, I have definitely seen a push in the China bashing. Open communication is always important.

    Well said as always, Professor Jacques. People tend to believe what they choose to believe, not objective.
    Sadly, In Australia , very unbalanced main steam media drive this further.

    Sadly there isn't much morality left in western democracy. Adultery, alcoholism, corruption and etc are acceptable traits for politicians. Election is battle of money, when donation is simply trading deals. Is not power for the people anymore but power for the rich...

    Basically it is down to ‘One Man Meat Is Another Man Poison’. The system adopted by each country to govern its people is up to the leaders. As long as the leaders are helping to give its people a better way of living, who are we to judge? Leave the judging to the Good Lord.

    By my observation, Chinese, as a whole and individually, understands America much better than America does China. The nature of the conflict between these two countries is not lack of understanding and the fault certainly doesn't lie on China's side. Think about this, Mao from his days had described America the empire so accurately that his insights remain valid & visional today. I as a Taiwanese have been educated (brainwashed) by western ideology all my life until recent years and woke up to discover a "secret empire" (quote of CIA related personnel) under the disguise of all its pretty words and makeup, proclaim of freedom and democracy. The evil country I was taught, China, turns out to be the righteous one, with politicians and people that understand the empire so much better than rest of the world. So, no, it's US that needs understanding, as a matter of fact, it needs sober, wise leaders that can take on its deep rooted imperial aggression to save its country and others of the world from disaster.

    双方人民确实沟通较少,一是中国国内没有双方交流的平台,第二点即使在YT,由于大多数中国人英文水平较差,也会很少观看英文频道,普通民众大多数都是接收各自国家主流媒体的报道,都会输入各自的意识形态,在我看来只有各自国家的统治阶级能够互相交流沟通才行,普通民众不能决定什么东西。西方一直保持不交流敌视的态度,肆意中伤中国,只会是关系越来越恶化,没办法一个和平崛起的中国,不符合西方资本家的利益。但是他们真的有能力阻挡嘛?我看未必。

    For 40 years America and the West invested and subsidized China's economic, technological and even military development in the hope that China would develop into a democracy like Japan, Korea, and Taiwan. Obviously this was a false hope since the CCP has doubled-down on its authoritarian police state and socialism-with-Chinese-characteristics economic model. In the meantime China has not lived up to its obligations when it joined the WTO in 2001, shamelessly stolen IP, forced tech transfer, provided massive subsidize to SOEs, and erected administrative barriers to put SOEs at an advantage and foreign companies at a disadvantage. Americans do not like cheaters, and react strongly to being cheated. In short, China is not a partner - it is behaving as a rival.
    It is now clear the Americans were ignorant of CCP intentions and were incredibly naïve, and the CCP took advantage of American gullibility.
    Now America realizes that China is a peer competitor, and for the last 5 or so years there is a consensus among Americans and both political parties that it is in the best interests of America to slowly and strategically decouple economically from the CCP. Engagement took 40 years and it will take a decade or two to detach.
    In the meantime the new American policy is 'Friendshoring' (as described by Janet Yellen, the US Secretary of the Treasury) , which is part of the deglobalisation process where America and the West relocates manufacturing and supply chains to friendly nations such as Mexico, almost any country in Europe, Columbia , Australia, and India since these countries share common values (even if there may be different national priorities and differences). Having supply chains in friendly nations means manufacturing and services are more secure and reduces inflation that has risen due to supply chain chaos. Friendly countries will likely welcome this investment and their people will prosper. This also strengthens cooperation and mutual interests within the friendshoring countries.

    I want well for China and I'm not some anticommunist zealot. After all, I'm married to a member of the Vietnamese communist party. But because I have that vantage point (and live in VN too), I know to be very wary of the CCP in particular and Chinese nationalist expansion on general. China's rise as a power can be good, but it might be disastrous if China gets greedy, its fragile authoritarianism takes a bad turn, or it gets aggressive on its neighbors like Vietnam like it has repeatedly in the past. These fears are real, and if you spend time in countries bordering China you will know it well.

      The China of today is very different from the China 50 years ago!! Please keep this in mind. China has not made any threats to any country but instead is helping the poorer countries. And don’t forget that China had gone through years of humiliation and torture.

      Didn't you know that Vietnam was under the Chinese rule for 1,000 years?
      Do you also not know that Ho Chi Ming is a Chinese descendant?
      Stop helping the US and West to purport their anti China propaganda. So you rather want to see China to be as poor as the Vietnamese and be sub servient to the White men? Who invaded Vietnam in the recent history tgat caused the death of 3 million Vietnamese? Have you not seen those handicapped Vietnamese born with physical defects because of the Agent Orange inflicted on them by the Americans?

      It could lead to disaster for any country to get greedy, right? Like some countries are eyeing the oil in Syria and crossed half of the planet to steal it. And couldn’t China’s neighbouring countries get greedy too? And who swallowed the kingdom of Ryukiu, and friendly neighbour of China, not too long ago, and still eyeing the Diaoyu Island and beyond, including its once colony Taiwan island, which it snatched from China after China lost the war with the invading Japanese navy in 1895?

      Greedy is a human nature can't be eliminated. The difference is how far the greedy will go, it varies from country to country (race to race more precisely). West countries, take US and German for example, can lead to genocide (to Ame. Indians & Jews). This is more or less to do with its culture. Vietnam used to be a dependency country of ancient China. I don't know much of its history but surely its just a usual game. The recent Vietnam war with China, was because Vietnam offer itself as an attacking basecamp to Soviet against China. Vietnam attacked its neighboring countries under support of Soviet, bad boy! Later punished by China. Vietnam had it coming, no one else to blame. Besides, to my understanding, the notion of "country" has no much to do with civilian's living quality except for wars. country is more of a game for the powerful classes.

      First you check how many islands did Vietnam and Philippines occupied in SCS since the 1950s and then compared with China.

      Please check the earliest date of the Philippine claims to SCS islands. It was not until 1970's. Where has these two countries been before that? Still existing in fact as semi-colony or colony of the Western colonial powers, the USA and France. China helped the Vietnamese communist party to drive away the USA and gaining full independence, then Vietnam came back invading Cambodia, fighting China along the borders, and grabbed those islands.
