Yes from what I understand this ruling was because of the pagans who would on purpose wear long garments that touched the dirt to show status that they can afford to do so. Ironically, the rolling of pants now days is actually what is prideful because men want to show off their shoes. It's an arrogance thing.
Back then, material to make clothes was expensive, so people from rich families would deliberately wear clothes long enough to touch the floor and get dragged as they walk in order to flex and show off their wealth.

The place where prophet was showing how to do wadho had najasat . So he lifted up he Dohti so that his wadho does not break with water which was filled on there If Muslim toounderstood correct reason that prophet wanted himself to stay in waazo and people thought of staying inwadho then there would have not ben sins like riswat or any sin as shahtan can not huhul to commit sin if someone is in wadhoo. This rule is for men actually. Women have a different ruling. It is also a misconception that all rules are for women. Both men and women have their own duties and rights in Islam made with equity. For example, men must go to mosque while women can pray at home and get the same reward from it. Women need to cover and wear hijab, but men have to lower their gaze. It all makes sense when you look at the big picture hamdoulilah.
