Fujin was actually a boss character in 'Mortal Kombat - Mythologies: Sub-Zero.' I think the creators had put him in MK4 because they anticipated a stronger response to that game. James Remar's Raiden inspired only rage after Christopher Lambert's epic performance in the first MK film.
This is the first MK game (not counting the live-action scenes from Mythologies) to feature voice acting, and like many VG voice actors in the 90s and early 2000s, their performances are sub-par at best.
