To sew the top on. You sew one end on, then the next and the next one at a time left to right or right to left. Easy. The last one or the other end what ever you call it, you roll the entire chute up to make it small, then fold the last rib and the top back over the rolled up chute. Then just sew the top of the last rib to the big top piece and the seam goes on the outside. Then unfold the chute so it’s the right way. Then unroll the chute and all the seams are on the inside.

Actually, they are called cross ports, they help equalize the pressure between cells, to help avoid collapse and keep the wing airfoil shaped
