Malsedba Idka not really, in Spain we had both Moorish and Arabic rulers, the Arabs were the higher class of the Caliphate and they held power across the empire. In Spain we had the last descendant of the Arabic Ummayad dynasty as our ruler after they were assassinated by the Abbassids, and Al Andalus was ruled by his descendants, naturally Arabs like him although born in Spain, until the disintegration of the Emirate/Caliphate of Córdoba (Al Andalus) into the first Taifas. So yes, it might have very probably been an *Arabic* ruler.
