May I ask where you live? 😂 Here the only way to turn a summer dress into winter wear is by adding two layers of stockings, wool leg warmers, boots, possibly an underskirt or two, a knitted shirt, scarf, gloves, a WARM jacket (preferably a nice, long coat to cover as much of your legs as humanly possible) and probably a beanie for good measure. Essentially you can turn it into a skirt, layered over another skirt.
I regret to say that Etsy appears to lack the exact rainbow cat fabric of your kindergarten graduation. However, they do have a variety of other options in that department.
