In your situation you will need to come back to California to smog the car and then transfer the car into your name to get a California title first and then go back to your state and do a transfer into your state.
If it has been more than 30 days, most likely it’s lost in the mail. You can fill out this form and get a replacement. But there will be a replacement fee.
@huejanus28 with the duplicate title just about anyone can sell a car without a title. Only way to stop the transfer is it was reported stolen and the dmv will not allow the transfer. As for the victim (buyer) he or she might be financially at loss.

Michael. If it’s from Nevada you will have to file for a lost title in Nevada and then it can be transfer into California. Ca dmv won’t accept a transfer without some sort of registration or title.
You will have to do a title bond process and at least try to contact the original owner by certified mail to show proof that you tried. That’s the hard part

In these type of situations, if they gave you a duplicate title with the original owner signing the front page then you can take that into dmv and process the transfer. But since you paid registration fees then the dealer should refund you what they charged. If they keep giving you the runaround, I would suggest giving them a warning that you will report and get the dmv investigation started. From my experience they probably never did turn it in. They just let it sat around and lost the documents

Not sure how NC dmv rules are but in California you will need the bill of sale and another form to be sign by the seller. Check with your dmv for that no title sales form

Hello. In this situation the best way is to have your parents or aunt go to dmv to get a title replacement and then you can junk it or sell it as is. Make sure to have tell dmv that they will need a updated address or else it will be sent to wherever it was registered.

I recommend filing a claim at their dealership with dmv. Make a police report first and then take that to dmv to file a case against the dealership.

Going into dmv is fastest. Titles arrive in the mail 2-4 weeks if your address is correct.
