I recommend you watch a video of them performing indoors or on a concrete floor. Just so you can hear the rifles hitting in unison. Other US military branches have silent drill platoons as well.
The people moving around are the people preparing for the next thing that will be happening immediately following the Drill Platoon leaving the field, which is the resumption of the football game. They can't do it any other time or any other place. I believe they make an effort to be respectful and as quiet as possible, but there are limits to how possible that is practically speaking.
