The lifters need to disassembled to remove the existing oil that remains inside and that the plunger moves freely. Also too when installing the lifters the oil hole must face upward so that oil will get into the lifter assembly.
I would strongly recommend that each lifter is tested for proper function and rebuild as needed. My 5.2l magnum had six, that's almost half of the lifters, that were frozen NO HYDRAULIC FUNCTION. Fortunately I ALWAYS rebuild or replace all the lifters when doing an engine overhaul. A Job Worth Doing Is Worth Doing Right!

Do I have to keep track where each Individual lifter came out of each port? And replace them from its original spot for the lifter to ride on the cam right or dose it not really madder and is this all a myth. Thanks again for the video I'm really learning a lot from you're show. 👍
For roller lifers like this Magnum, you don't need to keep track. If you're using flat tappets (like an older LA engine), you *do* want to keep the lifters and lobes matched.
Performance gain from a full roller setup has proven to give good gains. I'm buying a 5.9 crate motor to replace my aged motor, and i'll be putting rollers in there to free up some horsepower. Not much more expensive than a CAI as well.

I'm doing the same thing right now to a 5.9 magnum , and then installing a comp cam , minor porting , carburetor conversion for my 51

The oil holes in the lifters face up toward the intake not toward the cylinders.
It appears that at least your first lifter was in upside down... Oil hole up! Very important

The lifters in this 5.9 . I have a few that won't pump up all the way
really thinking if i should stay roller or go back to flat tappet....roller stuff is just so dang expensive.

I don't bother to torque them, just tight with a ratchet. I'd guess probably about 30 ft-lbs.

Check that the rollers are free and smooth running. If they are, just re-use them

Sure. Just make sure they get fully dried out before you put them in
