It is the responsibility of the President to appoint someone if there is vacancy in the Supreme Court. It only becomes vacant if a Justice retires or impeached. So you can't blame Former Pres. Arroyo if she appoints new Justices, coz again, it is her responsibility. And besides, the Justices that are being appointed passes through series of screening from the Judicial and Bar Council. The President cannot appoint anyone she wants.
