Its is very clear to understand what she means. Imagine, government elected official? Some are not interested in a meeting. Very clear insight, some falling asleep, some are blah blah and some are busy texting. Why they attend? (my grammatical errors is under your care).
I think we should amend our constitution with regards to the qualifications. Having a substantial if not great amount of knowledge especially of our constitution, it would lead to ignorance and corruption.
