From wowhead the easiest way to obtain this is to buy The Scarlet Key from the AH. Don't pay too much, find a realm with a low price and unlock it there. Unlock is account-wide. Then farm Herod in Old Scarlet Monastery Armory. You can also loot another "The Scarlet Key" from the chest in the room with Arcanist Doan in the old version of Scarlet Monastery Library. You can then resell the key, and if your main realm has exorbitant prices loot it on that realm. These instances are great places for awesome transmog, too.

Your other choice is to farm Scarlet Halls(normal only) by killing Armsmaster Harlan, preferably on a mail or plate wearer. Good luck.

I just ran Old Scarlet Monastery on my DK and picked up the Tabard of the Scarlet Crusade on the first run.
