After realizing that his son wasn’t like him, and didn’t like fighting, he was ready to go back in and fight even though he knew that he couldn’t win
He was literally dead for the seven years , even if the dragon could bring him back, as he saw it, he was doing the only thing that could keep everyone safe

1.2: Gave Cella senzu so the fight would be more fair, and also because Cell would've just gotten desperate and would've blown up the planet, so Gohan fighting an overconfident Cell would've been way better than him fighting one that's desperate
2: He thought that he was the reason why all of those villains threatened Earth, so he chose to stay dead, also Shenron can't revive someone twice (Did you even watch the show or read the manga)
