Yes. You actually only need to pick up your pants to continue. If you aren't wearing your jacket, Kim comments on it, but continues to assume you are the officer he is supposed to meet and the conversation continues as normal.

Kinda, you can go in to the save file on PC and edit the stats values to max. You can also give yourself as much xp, skill points and money as you want too!
How exactly do you do that? Do you know where the save file is located?
