You have a very long conversation with her at the church after u finish the 2mm hole/Anodic dance club sidequests and she has the same voice. You all but confirm its the city of Revachol talking to you because you can bring it up with the Deserter at the end of the game

I like to group secrets into three catagories. 1. Rare situations (like the hobocop bad ending) where you have to do a long series of things to make it end up that way (but no one roll is actually hard). 2. Single hard rolls (white, red, passive) like that one spooky good shivers roll that everybody has to see at least once. 3. Hidden hard rolls. These are tricky to find, it's not just having one stat high enough to roll it, it's also not having another stat too high. There's more then a few passives that are like this. The famous example is that one achivement ... you know, THAT one.

This was almost my exact playthrough and I still can’t help but be awed at how interconnected everything really was. How Harry managed to get inside Kort’s head and dig around to get him to fuck up. I even dodged the first shot! I felt like a true superstar cop. Then Harry got shot in the fucking leg. And then I realized why “Aces Low” was worth keeping in the thought cabinet.
