Carbon monoxide is odorless. But the other chemicals in the exhaust are not. If carbon monoxide levels got high enough to make you sick without you Noticing something then the problem is the officer Is not the vehicle.
For the carbon monoxide to get into the passenger compartment from the front of the vehicles there must be an exhaust leak in the engine compartment, that is the only way it would make it through any holes placed in the firewall by the up fitter company that were not sealed properly
I'm a red seal tech in Canada and have dealt with such issues too many times. I've seen horrendous shoddy workmanship that's come from upfitters. I was involved as an expert witness when a natural resources officer was seriously injured during a vehicle fire. the vehicle was brought to me at a GM dealership because of my extensive electrical training on GM vehicles such as SET(specialized electrical training). I found that at multiple points the vehicles upfitted equiment was installed using self tapping screws and had compromised major current supply circuits. it was a recipe for disaster. after this the vehicles in our region were taken to me at the dealership for upfitting. The province was wild when every upfitting job took and extra two days. as per a memo is sent in it was explained every upfitted harness was insulated and look protectiion added. ESD drain wires were added to equipment and every connection and splice was soldered and heat shrink tubing applied. the upfitters only used scotch locks which in severe temperature changes which we experience coupled with major amounts of vibration from pounding through wooded areas were not adequate nor safe for the application. after that my upfitted vehicles were tracked for come back/deficencies and they obtained a zero installer induced defect failure rate. I'm not shitting on upfitters but my friends I'm a college certified, interprovincially licensed Red Seal technican... YES it does make a difference. I also encountered a sherriffs prisoner transport vehicle catch fire while transporting multiple prisoners due to an auxillary 12v heater upfitted by a junk yard, yes A JUNK YARD. my testimony there actually led to charges being laid. These vehicles are seriously not designed for the task being handed to them so it's every upfitters responsibility to re-engineer the systems and if need be make a whole new system so everything works when needed and nobody gets hurt from these alterations to what is basically a vehicle designed for passenger light duty work.
Bottom line: Ford is not the bigwig in police vehicles. There are three other makes and models that APD and other police departments should consider. Chevrolet Tahoe, Chevrolet Impala, and Dodge Charger.
And the earlier versions of the Crown Victoria were infamous for their explosive fires when rear ended due to the badly located fuel tank. But whether they were old or new, the CV was much better than the newer ones.
Here's the issue, these officer run code 3 and while speeding or rushing to a call then run over train tracks and the vehicle comes down smashing the entire exhaust manifold and that's how your carbon monoxide issue is happening, Ford has said time and time again we're not seeing these issues and the civilians don't have these issues, these cars are absolutely junk.

APD tried Dodge Chargers back in 2006. They didn't like it because the equipment blocks the officer's view.
I wonder if the San Antonio Police Department & Bexar County Sheriff Department are looking into their vehicles
