I can't even get the casters in with a mallet and large screwdriver. Been hammering for an hour, and they still won't go in far enough to click into the retention slot.

Could be many things, open box, damaged shipping, caster didn’t go in right the first time and warped the plastic, Milwaukee design change where it’s normal for it not to go in all the way. Or just a simple spray of WD-40..
