Called a pedal steel guitar. It evolved from laying an electric guitar on one's lap and using a metal cylinder on strings. Another iteration was called bottle neck, usually used with old style blues guitar, where originally the guitarist would literally break the neck off a bottle (taping the edges so the broken edge wouldn't cut your hand), place it on it on their left hand little finger and use it as a slide. Later a steel cylinder was used; a favorite technique used by Eric Clapton.
Some of the emotion is due to the benefit concert being for flooding in Eastern KY. All of the artists performing were originally from eastern Kentucky. Chris was one of the main organizers and contacted Patty who was basically retired. So, being asked to sing for the purpose of the benefit, being back in KY, and she does obviously like Chris. When he introduced her for the first song he said she was the greatest female country singer there ever was or will be. When Chris was growing up in those mountains Patty was at the top of her game and was looked up to by all those mountain kids dreaming of a music career because she too was from those same mountains.

That was a concert to raise money for the people in eastern Kentucky. There was a horrible floods that families in eastern Kentucky lost not only their homes but people died. Chris got Patti and others from eastern Kentucky to do this concert. Watch the 2022 CMA award show, they sing the Harlan song. You know Chris is from eastern Kentucky.
