To add more point. Intel is better in single core and amd is better at multi core. Modelsim and questasim (verification tools) depends on single core. And quartus prime(FPGA synthesis tool) depends on multi-core. So decide carefully. So go for Intel if u guys have money. Lenovo is best, Dell is premium and little costly and don't go for HP.
If there is no special case thd go for i5 12 gen 16GB ram and also dedicated gpu if needed... You can get it inside 70k for sure ... For AMD wait for 6k series

Im in B.Tech(1-2) in ECE and just know little bit of VLSI . One thing I didn't got is that LINUX necessary for one who want to become a VLSI Engineer ? If it is necessary , should we buy laptop which can run both WINDOWS & LINUX ? If it is , what kind of laptops would you suggest ?

Max of EDA tool are linux frinedly , so having little bit of linux command handy is great .... any window laptop can run linux
iOS doesn't support some software's like Vivado... also running a VM on MacBook M1 is difficult task
So better not go for apple
