In a way, yes. He's telling the band that he's listening, and when he's going to start playing. Plus it adds to the vibe of the song - angular & a bit dissonant. There's little touches like that all over the song.
I remember that in the early live versions of this song, Troy wouldn’t play that high pitched twangy notes during the refrains, but simply play along the main riff. It made the riff more massive and overpowering, and ever since he introduced these accents I’ve been annoyed by them, cuz it’s distracting from the original vibe… Troy: please just try it out without it, just for fun! :)
Lol queens is here to make it more weird. Let troy do what you feel like "botches" the song. I get it I truly do but one of my fav things about queens live is all the different stuff they do while maintaining true to the album recording at the same time.

What i really like about their shows is that they seem to add more obscure songs and change em up every concert, just to please old and newer fans
