Thats normal. Most recent rom hacks have only a few boss battles which could lose you pokemon, and those boss battles usually have pokemon on the level cap as well. It saves a lot of time grinding, not everyone wants to manually level up their pokemon to the levelcap at 2000% speed on lower level pokemon. There's no skill involved in that.
