Thats normal. Most recent rom hacks have only a few boss battles which could lose you pokemon, and those boss battles usually have pokemon on the level cap as well. It saves a lot of time grinding, not everyone wants to manually level up their pokemon to the levelcap at 2000% speed on lower level pokemon. There's no skill involved in that.

I'd love to play this game but doing all the stuff to change the code or whatever is far too difficult for me.
you just need an emulator and an updated rom, they have a guide on their side
