Striking the arc is the same process, and then instead of pulling the rod away from the material, you feed it into the hot molten metal. The arc actually keeps the rod from sticking if you're moving at the right speed, by melting off the end in a ball of plasma. What he's doing here is staring at an arc. His eyes aren't going to feel great, but because of the power level he's dealing with, it's probably not going to be permanent. Unlike welding, where you can actually permanently sunburn your eyes by looking directly at the arc.
