The reason these people who criticize China is because of the rise of China and did it in its own way that is much different from the so-called "standard system". China would rather have the party control of the capital market to ensure better distribution of wealth especially to those lower class citizens than allowing the capital market to develop wildly into a system that only benefits those top 1% of the citizens as in most cases of the Western capital markets.
"Established scholars on China" could mean experts or, more likely than not, especially in the West, someone who understand a few Chinese characters and read a few books about China.
There is state capital and booming capitalist economy in China, instead of state capitalism. Capitalism means complete free market and privatization while Chinese government owns most resources and government oriented and directed market.
