I know my opinion seems far fetched but it's more realistic than your jumbled up timeline

Everybody forgets Akira toriyama was involved in the first season of dragon Ball GT. In an interview he said super Saiyan 4 was his favorite transformation even though he didn't make it and that it's Goku's ultimate transformation
Akira also stated that most of GT was a mistake on multiple occasions and even stated the first DBS Movie Battle of the Gods was his own effort to spite the writing that went into the more ridiculously weak things GT did. However, he and most other people agree SSJ4 is awesome, and while he didn't make SSJ4 he did state he provided the artist with baselines from when he was just toying around with random designs. The people who actually made SSJ4 used those as reference.

I think it's more that in his current ultra instinct form he takes every ounce of his power in "human" form, his base form, and utilizes it perfectly without wasting any, a 100% efficiency conversion, which makes him extremely powerful because his base form can no longer gain any strength, as was stated previously. However, I think the further evolution of ultra instinct doesn't just stop at ss4 + UI, but ALL of his super forms. After all, he reaches SS God and SS5 without UI, so I think his next step is to try and harness more than just his base form's power + UI. He needs to go all the way to his strongest saiyan transformation + UI to reach his max power.

You're missing that DBS is supposed to take place 10 years before the end of DBZ. DBGT was a sequel, but Toriyama wrote this to explain what happened those 10 years before Uub, leading to Goku having full mastery. So one could say that this was his story of reaching a stage before SS4, that could lead to your thesis.

His character development is fine, the problem is Super Goku is dumber than OG Dragonball Goku. It makes no sense, Z Goku was a flawed but rather mature hero. The Cell saga is a perfect example of mature adult Goku enjoying a fight with high stakes. In Super this trait is flanderized and he acts like a complete toddler. It's a jarring contrast. Hell even DB Goku could get serious and was much more blood lusty prior to training with Kami. The lines that Goku gives, particularly in Funi's dub make him sound like he always knows what he's doing and that he's confident, kind, and that his family and the world do matter to him more than fights. Super Goku I'm not so sure, I think he cares more about the fights. Yes Super Goku seems less mature and has a cringey amount of childishness in his personality compared to the ENTIRETY of Z Goku.
I agree with SS4 being the last transformation and that finally DB GT has a meaning and a connection to the Saga. The old Supreme Kai knew about that hidden power and he understood that it had to do with the tail itself and since Goku didn’t have it, it was hard to complete. That’s the reason why they had to make Goku a kid again.

Making connections with Cannon and non-Cannon has been done many times in the past and does not connect. Also that heat was discussed years ago. Thats the new way that divine power is measured.
