Nah gohan and piccolo are both already above goku in true ultra instinct, at the moment when it comes to sheer power they’re both superior, although I do think goku is still a better fighter than either of them at the moment and it could still go either way in an all out battle

Bro... You do know why Toriyama wrote Broly into super right? Because of how popular the idea of him is. He's the exact same character just with a slightly different backstory. Even Vegeta in the TOP told Goku "this might be the legendary Saiyan form our ancestors spoke of" about Kale. They already hinted that this form is basically the canon legendary form. Toriyama don't have to say it out of his mouth because all the older Dragonball fans already know what it is. He just gave the FORM itself a different name.
