I’m pretty sure they print it about a month before and then realese a day one patch to fix a few bugs but there isn’t any content locked behind the update to my knowledge
Sega "doesn't generally do revisions" couldn't be further from the truth, maybe not sonic color ultimate but when it comes to some sonic games that got standalone then those dual cartridge releases pretty sure the later prints had further updates on them (sonic mania, vs sonic mania/sonic team racing dual pack
Sonic mania and team Sonic racing dual pack didn’t get a more patched version, the racing game is still the unpatched vanilla version, just in a dual pack. Sonic mania wasn’t revised either. It came out as Sonic mania plus and Sonic mania without the plus. Those aren’t revisions. Those are just separate prints. Then there is the monkey ball Sonic forces dual pack. Both games are unpatched and vanilla versions. Please do research before commenting and putting out wrong info.

Mania plus is a completely diffrent print of the game. And if I remember correctly, plus came out first. Then sega went the cheaper route and did mania without plus standalone after the fact. So that’s not a revision in my opinion. If anything that’s a lesser version of the print that came out before
I'm sure the extra data that you downloaded is just the whole stuff included in the Digital Deluxe stuff, like Mario Kart 8 for example you are forced to download the Booster Pass data even if you haven't purchased it, so, SXSG should work without that update

One of the best things Ive seen regarding cartridges were like the Zelda BotW version that includes the DLC all in the cartridge!
I remember in the Wii u days where updates were incredibly rare besides for games that utilized online heavily like splatoon

You cannot go incomplete on every single game, maybe except the mania revision one.
