AI has gotten farther than it should have, but you haven't met Frank Horrigan yet either.
I'm hoping that those mods bringing Fallout 2 to a 3D engine will use AI to bring a fully voiced, interactive Frank Horrigan to live.

@@koalafiedmistake5507 Licensing issues, shcedule conflicts, amount needed to pay for voice acting for getting nothing in return, hell the voice actor might not respond, have any avenues for being contacted, or might just straight up not be around anymore.

Using A.i to voice an unvoiced Frank Horrigan dialogue is a helluva fucking smart move.
Imagine a mod that could do that with every NPC, that would be amazing

For me, it's the responses from his men that make this really funny. They talk to Frank not like a commanding officer, but like he's just another pal. That's a rare dynamic even outside of the military, which means Frank puts a LOT of effort into ensuring his underlings feel comfortable in his presence.
It makes sense if you're familiar with the story. Most Enclave soldiers hate Horrigan because they see him as a scientific monster. There's only a small group of Enclave soldiers who will go on missions with Frank. Even though he's a psychopath, he's still a human, and one *VERY* dedicated to the Enclave cause. So it's pretty easy to believe he'd appreciate the few soldiers who go out with him on missions.
This man has 10 int and 10 charisma. He is the Kharn The Betrayer of Fallout.
Because unironically Frank [much like Kharn] can tell jokes when he isn't slaughtering people.
I bet Frank is a swell guy once you get to know him.
He was a normal die hard trooper/secret service agent until getting exposed to FEV vat. They probably all loved him until he became the unit he is now.

At least Frank is a good leader to his men. Always making sure they're well-fed. Lanius would basically call that coddling, but hey, Lanius isn't a power-armored monster with a plasma cannon.

Never played the older games but have definitely heard of this monster of a mutie. Main thing i heard was that he is strong but not too bright, he seems pretty articulated aswell as patient enough to let you try. What a cool character

They more than likely use text to speech, but more efficient methods involve making voice recordings yourself and mask them with the AI voice, so that you can have actual performances behind them.
