I cannot find the specific manufacturer, but I did find some technical specifications for this particular vise. It is the Тиски общего назначения 7827-0328 ГОСТ 4045. Here is a link to some technical drawings if you're interested!

Not so much, it should be cleaned with an iron brush, straightened with a grinder, and painted with balloon paint. You chased me and drank blood for five hours
