Could add a break to the river, to lower the water level around it a bit. They probably wouldn't touch the island for historical reasons, but they would still work to fix any safety or flooding concerns.
Actually in St.Petersburg there was this German/Western European district where people from Germany, France and England lived. It was built in very western fashion and people living there were quite rich for Russia's standards, so it makes perfect sense that you build this enclave of western architecture in this Russia themed Map :)

Those three (Skelling Michael, St Michael's Mount & Mont Saint-Michel) align with each other, and all align with similar sites in Italy, like the Sacra of San Michele in Piedmont (near Turin) and the Sanctuary of San Michele Arcangelo in Apulia, as well as a few other monasteries dedicated to St Michael. All along the same axis, if you look in Google maps, its very interesting.

No need to pretend it was colonized by France - Russia tried to westernize under Peter the Great so lots of western European infuenced Baroque architecture and palaces were built in Russia around that time and you still leave it with kind of a Russian look by having those little krepost towers.
People mostly asume that Russia is just big plains and villages with Big cities like Moscow or Petersburg being nothing but Soviet Highrise all over the place. Russia is actualy one of the oldest and most unique countries in Europe, blending in European and Asian themes, customs and even blood, as many Russians have mixed Slavic and Central Asian blood.
It sure does, but unfortunately most of the old town centres were build in wood, and thus have not survived the ages. But many of the old Kremlins have survived by being build in brick/stone.

That's such a cute little island town. Honestly we need more places like that in the world, these areas create a really good dynamic between openness and enclosedness, privacy and community. Hey Sam, what are your thoughts/opinions on privately owned spaces for corporate campuses such as Facebook, GooglePlex, Microsoft etc.? What are their impacts on proper city planning and how are you guys affected? How do they work and how are they regulated? Maybe you could even add a small corporate campus in your city? (Though it'll probably look no different from the rest of the city)
It's actually great to experiment with various solutions in the game to get an idea about things that could go wrong in the real world. It doesn't mean that it will go wrong in the real world or that what works in the game works in the real world, but it's still giving an idea about what could possibly go wrong.
I feel like the paths on the island are too wide. I know it would be a lot of work, but I think aesthetically, moving the houses closer into the road would look really nice. Then you could fit even more houses. Also, the wooden bridge looks out of place. If you could find a stone one with arches maybe that would be sweet! Such a cool idea btw.

You should really look into the suburban power line asset.. On topic, the old city for which you are moving to should have walls, like most medieval cities had. Also, another idea would be to elevate everything on the island to protect against that big wave. Lastly, perhaps a stone causeway would be more fitting since the age of the town would have destroyed a wooden structure many times over. I feel strongly that at some point a permanent stone structure would have been commissioned.
If that place has good Internet and reception, then I want to live there. I don't care about the car ban, I never use cars anyway, it seems quiet, and I like the compact nature of the place. It's gotta be better than a flat with thin walls and really loud student neighbours, in a city that holds a festival on an almost weekly basis. There are almost as many tourists on the street as there are locals, and none of them are intelligent.
I don't think it's a problem you have French buildings on that island, European architectures have lots of similarities in styles. It's more about an epoque rather than location.
Looks excellent, I can't really get European medieval areas to work in my city (need more mods and to use less space). Feeling inspired. You could try adding canals to the peninsula area if you were continuing the medieval vibe, as many European seaports have lots of canals. Including, St Petersburg.
So you were thinking more of Mont St. Michelle rather than Kowloon Walled City. I thought you were trying to make the latter (a poor area super duper dense) instead of a Russian version of a French Island.

I believe that every new building attracts cims form an external connection, possibly to simulate people moving in, and they may ignore traffic restrictions (but don't quote me on that).

2:46 Why would you say they "obviously didn't care about design"?? Lots of old cities with medieval origins look sooo much better the modern ones, especially compared to many many modern grid-cities where you have to drive insane amounts to find a shop.
Actually your story with the french island is not so far fetched. As some cities in Russia has been in hands of Swedish ppl like Saint Petersburg. And lot of architecture which is now iconic for those cities were build by Swedish ppl. And guess were they had the architects: France, most notorious one was Nicodemus Tessin younger who studied in France and brought French architecture and style to Sweden and to todays Russia. It was not medieval but Baroque, fortunately the buildings you placed there are more Baroquesk than medieval. So yeah totally plausible scenario.
Too many cars issue - just give them more time. Banning specific vehicles is not instant. Once you place a building - game assigns and sends people to live in there and citizens pick the best way and mode of traveling at the time when they spawned or got assigned to move in. It probably sounds complicated uhh.. They just ignore your bans if they picked the route faster than you banned their vehicles.
If there's a new citizen entering the map or someone comes up with an idea of moving/going to that place AFTER the ban rule was made - they will have to comply
