(Based on feel) cleavers seem to suffer without Heavy Hitter
No, the sustain from the constant toughness regen is just too good. Feel No Pain's toughness regen bonus only applies to Coherency regen, which is turned off when an enemy is in melee range, so it doesn't help mid-combat much.
One thing I want to suggest on the kickback, especially relying on it more with the ranged build, you should put infested damage on it to deal with poxbursters. The range kickback can one shot them drastically increases and it becomes reliable, else you can only shoot from a very specific range to (maybe) kill it. Heavy hitter on cleaver? On gunlugger? What were your thoughts on doing this? Point-efficient damage?
Burst Limiter Override just kind of sucks, as do the talents leading up to it. One alternative is Feel No Pain, but I already run that a lot on other Gunlugger builds. The other is Heavy Hitter, which is tempting because Dominate and the 10% TDR node below it are mandatory grabs anyway, and it helps turn the Mk4 cleaver into an even bigger powerhouse when I'm trying to conserve ammo (or run out of it entirely, as happened at the end).
