Best megas are megas that doesn't need to megaevolve turn 1 all the times See kanga (in VGC, scrappy fake out is a hell of a drug), see gyarados, and there are probably a couple more that benefit from not mega-evolving immediately
I love how he said "oh mho is gonna take us the next couple of weeks" and then proceeded to complete it in just one week where he didn't even stream every day i think and also with no unplanned sacs

So this game lets you auto level your pokemon to the level cap (set based on hardcore nuzlocke rules). Rare candies allow you to exceed that level cap. But, they're very limited, and you usually have to jump through some hoops to get them. Early on, you'll usually see people use them to evolve a pokemon before a gym fight that they otherwise wouldn't be able to (e.g. a level cap is 15, and you've got a pokemon that evolves at 16). Late game, it's more common to see them used to get a pokemon one level higher to hit a specific damage range, or maybe to out-speed something on the enemy team.

The only thing I can think is that he looked at the ranges, and it made it easier to hit certain ranges at 79 vs 80. Or possibly leveling to 80 would bait different pokemon and mess up his line. He knew that he was going to be sacrificing some stuff on this fight regardless, so he probably took the cleanest path.
yeah it's 79. enemy goes a bit over cap sometimes for difficulty. though there are a couple of points through the game where you get a mini lvl cap jump of just 1 level, i just don't know if this is one of them.
